National Assembly members attend the 31st Annual Meeting 

 of the Asia-Pacific Parliamentary Forum (APPF) General Assembly

National Assembly members of the Republic of Korea (Speaker Kim Jin-pyo) joined the '31st Annual Meeting of the Asia-Pacific Parliamentary Forum’ (APPF), held by the Philippine Senate and Philippine House of Representatives from November 23 to 26 in the country’s capital of Manila. 


Participants numbered 267 delegates from 19 of 28 member countries across the Asia-Pacific region. Three members attended from Korea’s parliament: Park Yong-jin (delegation head), Yoon Young-chan of the Democratic Party of Korea, and Choi Seung-jae of the People Power Party. 


This year’s meeting was held under the theme, ‘Building Resilient Partnerships: Advancing Peace, Prosperity, and Sustainability in Asia Pacific.’ Over the course of three plenary sessions, the Korean delegation discussed ▲strengthening parliamentary capacity to promote peace and stability; ▲human resources development and inclusive growth; and ▲regional cooperation through education and culture. 


At the first scheduled program on Nov. 23, the Korean delegation joined the working group on politics and security and reviewed the ‘resolution on the Korean Peninsula,’ submitted by the Republic of Korea and Japan. Each year, both countries have submitted and adopted resolutions calling for North Korea's cessation of armed provocations and complete denuclearization, in order to secure peace on the Korean Peninsula; and requesting the interest and cooperation of APPF member countries on these matters.


On November 24, the plenary session and a meeting of the basic committee for further review and adoption of the resolution were held simultaneously. At the morning’s politics and security plenary session, Korean delegation leader Park Yong-jin delivered a presentation on strengthening parliamentary capacity to promote peace and stability. Park emphasized that the role and responsibility of parliaments in protecting peace and security is increasing in these times, as the concept of security is expanding to include energy security, food security, and climate security, among others. He then urged the development of more democratic and open parliaments in the region and the continuation of bilateral and multilateral diplomatic communications across the region. 


Representative Yoon Young-chan participated in the afternoon’s plenary session on economy and trade, where he delivered a presentation on ‘human resources development and inclusive growth.’ Yoon said that expanding education and training in fields with high social demand, such as STEM (Science, Technology, Engineering, and Math) fields, would provide an opportunity for people to generate income and achieve self-fulfillment while reducing the social costs of inequality and spurring inclusive growth at the community level. He requested that parliaments throughout the region undertake legislative and diplomatic efforts to achieve such goals. 


The basic committee for resolution review, held the same day, conducted further review and adoption procedures on the resolutions being reviewed by the working group. During the review of the ‘resolution on the Korean Peninsula,’ the Chinese delegation contended it was inappropriate to include human rights-related contents, such as ‘urging efforts to improve the human rights situation in North Korea’ as the matter is not a political or security issue, but based on the consensus of participating countries on the call, the resolution reflecting the content was adopted.
