- Digital Platform National Assembly Committee discusses how to establish a National Assembly Big Data Platform

The National Assembly Secretariat (Secretary-General Lee Kwang-jae), the National Assembly Library (Chief Librarian Lee Myung-woo), the National Assembly Budget Office (Chief Cho Euy-sup), and the National Assembly Research Service (Chief Park Sang-chul) on November 13 held the “Second-Half 2023 Committee on the Digital Platform National Assembly” to discuss how to implement the National Assembly Big Data Platform after receiving a final report on Information Strategy Planning (ISP) for the establishment project.

 

The Digital Platform National Assembly Committee (Chairman Lee Kwang-jae) is a deliberative body in which the National Assembly’s legislative support bodies and outside experts participate to efficiently manage informatization projects at the National Assembly level and implement a digital platform National Assembly based on big data and artificial intelligence (AI).

 

According to the National Assembly Secretariat, the “AI National Assembly” is being promoted to support rational and objective policy decision-making based on scientific data throughout the National Assembly. The initiative includes: ▲ digital transformation to make legislative materials of the National Assembly available for AI; ▲ building a ‘Big Data Platform’ by integrating and linking policy information within the National Assembly with key external public and academic data for analysis; ▲ expert materials analysis services to identify pending national issues to explore national policy projects; analyze legislation and policy examples at home and abroad in terms of progress on related legislative discussions at the National Assembly; and propose policy alternatives. The budget for building the big data platform is set at KRW 49.5 billion (KRW 32.5 billion for platform setup over three years and KRW 17 billion for maintenance over five years).

 

At the committee meeting, participating members discussed serious topics relating to the Platform’s establishment, such as: ▲ security measures when using generative AI; ▲ organizational improvement measures for data governance; ▲ issues relating to copyrights and personal information protection for a big data platform; ▲ reviewing data sharing and linkage methods with outside organizations; and ▲ service design in consideration of end users of the National Assembly Big Data Platform.

 

As part of the Digital Platform National Assembly Committee, representatives from institutions that have signed comprehensive agreements with legislative support bodies participated in talks on institutional cooperation on the National Assembly Big Data Platform — the Bank of Korea, Statistics Korea, the National Research Council for Economics, Humanities and Social Sciences, the Korea Institute of Science and Technology Information (KISTI), the Korea Fiscal Information Service, and the National Information Society Agency (NIA).

 

Secretary General Lee Kwang-jae underlined the need for training and learning programs for National Assembly members and staff, saying: “We need to prepare for the paradigm shift brought on by the introduction of AI technology in the National Assembly work environment, similar to the changes in business paradigms with the advent of computers and the internet.” He then described the position of the AI National Assembly, stating: “Let’s create the future together by successfully establishing the AI National Assembly, making it a representative South Korean export product, like e-government, and evolving from the Republic of Memorization to the Republic of Inquiry.”
