The Secretariat assists Assembly members in motioning bills according to the following process.
1Application
A member files the application form for a bill motion to
the Legislative Counsel Office (LCO).
2Bill Drafting
Before drafting the bill, the LCO analyzes the purpose
and contents of the bill and examines relevant legislative policies
and drafting skills. It also consults with relevant government
departments, experts, and interested parties.
The LCO then revises the draft bill in line with bill drafting
standards, considering the object of the proposition,
linkages to existing statutes, legality, and wording.
3Transfer of the bill
The bill is transferred to the member.
